The Command Staff includes the Chief of Police, David B. Carpenter, II and Division Supervisors Captain Judson Beedy and Captain Brian Gulsby. Members of the staff individually perform as Executive Duty Officer (EDO) on weekends and holidays. Administrative and technical support is provided by our Administrative Assistant.
Chief David Carpenter, II is the Daphne Chief of Police. He began his law enforcement career in 1989 as a patrolman with this agency. He was promoted to Corporal in 1993, Sergeant in 1996, Lieutenant in 1999, Captain in January 2003 and now holds the position of Police Chief.
Chief Carpenter graduated from Fairhope High School in 1978 and received a B.A. degree from the University of Alabama in 1983. He later attended the FBI National Academy from July 1 - September 7, 2001.
Judson Beedy is the Administrative/Support Services Captain for the Daphne Police Department. Captain Beedy became a Daphne Patrol Officer in July of 1994 with experience from the Naval Air Station in Mobile, AL where he served as a Patrol Officer. At Daphne Police, he was promoted through the ranks in both the Patrol and Detective Divisions becoming the Captain supervising both divisions in February 2015.
Judson Beedy grew up in Maine and graduated from Waterville High School in 1988. He received his B.A. degree from the University of South Alabama in 1993 and attended the FBI National Academy in 2013. Captain Beedy is also a licensed Polygraph examiner in the State of Alabama.
Captain Brian Gulsby supervises Field Operations, which is composed of the Patrol and Criminal Investigations Divisions. He began his law enforcement career in 1995 as an officer for the University of South Alabama Police Department and joined the Daphne Police Department as a patrol officer in 1997. He spent twenty years in investigations, promoting up to lieutenant before assuming his current role in 2021.
Captain Gulsby received a B.A. degree from the University of South Alabama in 1997, attended the FBI National Academy in 2019, and earned a Masters of Science in Criminal Justice Administration from the University of the Cumberlands in 2020.
Lieutenant Jason Lazzari is over the Support Services Division, which is comprised of the Jail, Communications Division, and Animal Control. Lt. Lazzari began his career with the Daphne Police Department in 2007. He was promoted to Detective in 2014, Patrol Corporal in 2015, Patrol Sergeant in 2017, and Lieutenant in 2021. He is an FBI certified Firearms Instructor, a certified Taser Instructor, a certified SFST Instructor, and our Special Response Team Assistant Commander.
Lt. Lazzari graduated from Daphne High School in 2002 and Huntingdon College in 2006 with a B.A. degree.
Lieutenant David Smith is over the Patrol Division. Lt. Smith began his law enforcement career with the Daphne Police Department in 2001. He was promoted to Patrol Corporal in 2007, and then to Patrol Sergeant in 2015. He briefly left the Patrol Division in August of 2017 and became the Sergeant in the Detective's Unit, before being promoted to Lieutenant in December of the same year and returning to the Patrol Division.
Lt. Smith graduated from Fairhope High School in 1995 and attended the FBI National Academy in 2018.
Lieutenant Reginald Ardis supervises the Criminal Investigations Division, which is comprised of the Detective and Community Resource Units. Lieutenant Ardis began his career at Daphne Police Department as a Corrections Officer in 1997. In July of 1998, he was promoted to Patrol Officer and has been promoted through the chains as Patrol Corporal, Patrol Sergeant, Criminal Investigations Division Sergeant then Lieutenant. He is an FBI certified Firearms Instructor, and our Special Response Team Assistant Commander. He has been a Traffic Homicide Investigator and Crash Reconstructionist for 15 years.
Lt. Ardis has also provided instruction in RADAR, Defensive Tactics, and Active Shooter Response throughout the years.
