City of Daphne Municipal Runoff Election will be held Tuesday, September 23, 2025 for the position of City Council District 5 representative.
The candidates are Stephanie Ganey-Messinger and Steve McArthur.
The polls are open at Daphne Civic Center from 7:00am to 7:00pm.
Voting in the runoff election is not contingent upon voting on August 26, 2025. All registered voters within District 5 of the City of Daphne are eligible to vote in the runoff election.
Absentee voting is NOW open with September 18, 2025 being the last day to apply. Applications for Absentee voting can be found on the City’s website or picked up at Daphne City Hall or Daphne Public Library. Voters are encouraged to apply early for an absentee ballot.

The Special Care Facilities Financing Authority of the City of Daphne (the "Authority") will hold a public meeting at 8:15 a.m. on December 14, 2022, in the Jubilee Conference Room on the first floor of City Hall, 1705 Main Street, Daphne, Alabama, for the purpose of adopting a resolution acknowledging the merger of Presbyterian Retirement Corporation, Inc., an Alabama nonprofit corporation (“Westminster”) into, ACTS Retirement–Life Communities, Inc., a Pennsylvania nonprofit corporation (“ACTS”) and/or Westminster joining and becoming a member of the ACTS Obligated Group under the Master Trust Indenture dated as of December 1, 1996 (as amended and supplemented) between ACTS, ACTS Signature Community Services, Inc., ACTS Management Services, Inc. and ACTS Alliance Management, LLC (collectively, the “ACTS Obligated Group”) and U.S. Bank, National Association, as master trustee. Westminster leases from the Authority certain senior living, long-term care and related administrative facilities known as “Westminster Village” and located in the City of Spanish Fort, Alabama that are owned by the Authority and have been financed by the issuance by the Authority of an outstanding series of revenue bonds in order to refund one or more outstanding issues of revenue bonds heretofore issued to finance or refinance said facilities. Said bonds are payable solely from revenues derived from lease payments made by Westminster. Notice is hereby given that on Tuesday, August 25,2020, an election will be held for the purpose of electing a Mayor and seven Council Members for a term of four years for the City of Daphne, and if needed a run-off election will be held October 6, 2020. All registered and qualified electors of the State, who reside within the corporate limits of the City of Daphne, and have resided therein for 30 days or more immediately preceding the date of the election, and who are qualified to vote in the county precinct which embraces and covers that part of the corporate limits of the City of Daphne in which the elector resides, will be authorized to participate in said election. Any qualified elector who will have resided within the municipality, or if the municipality is districted, within the district from which he or she seeks election, for a period of at least 90 days on election day may qualify to run for office by filing the appropriate forms and paying any appropriate fees, as otherwise provided by law. Any Board of Registrars representative may not register persons within 14 calendar days prior to the municipal election on August 25, 2020. Voting poll hours will be 7:00 a.m. until 7:00 p.m.

Cancellation of Meetings and Room Use in City Hall
At the March 16, 2020 City Council meeting, the Daphne City Council passed a motion to cancel all City Boards, Committee and Authority meetings for the next sixty (60) days in an abundance of caution for the health and safety of our community and our employees.
The City Council also voted to discontinue use of City Hall meeting rooms to the public and outside groups effective immediately for a period of sixty (60) days.

Speed Limit Change - Main Street, Daphne
As a reminder, the speed limit has been changed on Main Street, between Santa Rosa Avenue and Johnson Road. The speed limit is now 25 mph in this area, per City of Daphne Ordinance 2019-50.

CANCELED: 10/3/19 BZA Meeting
At the advice of the City Attorney, the meeting initially anticipated for October 3, 2019, has been canceled. Per our attorney, “this is based upon a review of a [1990] Alabama Supreme Court ruling which clearly suggest that the request as presented cannot be considered an accessory use since an accessory use must be located on the same lot as the building to which it is accessorized”.
In September, the Bayside Foundation submitted to the Daphne Board of Zoning Adjustment requests for Special Exception.
According to the Daphne Land Use and Development Ordinance, Article 35, Table of Permitted Uses, “Schools, public and/or private, elementary and/or secondary meeting the requirements of the education laws of the State of Alabama” are permissible if a Special Exception is approved by the Board of Zoning Adjustment.
The applications included 306 Dryer Avenue and Lot 2 of the Toulmin Subdivision, a contiguous parcel located west of the intersection of Old County Road and Dryer Avenue. The applications stated, “We are intending to build a parking lot on the property. This parking lot will serve as overflow parking for Bayside Academy. This will help serve the campus and its parking lot directly across the street.”
Ads were published in the newspaper; however, the applications were never formally placed on the BZA meeting agenda, nor were public hearing notices posted on site nor in city hall. As the Board of Zoning Adjustment has no business to attend to, there is no need to hold a meeting.
